Data description

The objective of the statistical survey is to estimate and publish statistical information on the generation and management of waste in agriculture, forestry and fisheries.

3.4 Statistical concepts and definitions

Waste any substance or object which the holder wants to discard, discards or must discard under applicable national law. Agriculture, forestry and fishing also generate waste such as straw, manure and slurry, but according to the Law on Waste Management of the Republic of Lithuania, this waste is not included in waste accounting.

Waste generated refers to agricultural, forestry and fishing waste generated.

Incineration refers to a process when the waste generated on the farm (in the enterprise) is incinerated on the same farm (in the same enterprise) with or without producing energy.

Use on the farm (in the enterprise) refers to the use of waste on the farm (in the enterprise) by composting it, for tillage.

Disposal on the farm (in the enterprise) refers to waste disposal on the same farm (in the same enterprise).

Delivery to other users refers to the delivery or sale of waste to other users.

Delivery to waste managers refers to the delivery of waste to professional waste collection or management companies authorised to manage waste.

7 Confidentiality
7.1

Confidentiality - policy

In the process of statistical data collection, processing and analysis and dissemination of statistical information, Statistics Lithuania fully guarantees confidentiality of the data submitted by respondents (households, enterprises, institutions, organisations and other statistical units), as defined in the Confidentiality policy guidelines of Statistics Lithuania.

User access

Statistical information is prepared and disseminated under the principle of impartiality and objectivity, i.e. in a systematic, reliable and unbiased manner, following professional and ethical standards (the European Statistics Code of Practice), and the policies and practices followed are transparent to users and survey respondents.

All users have equal access to statistical information. All statistical information is published at the same time – at 9 a.m. on the day of publication of statistical information as indicated in the calendar on the Official Statistics Portal. Relevant statistical information is sent automatically to news subscribers.

The President and Prime Minister of the Republic of Lithuania, their advisers, the Ministers of Finance, Economy and Innovation, as well as Social Security and Labour of the Republic of Lithuania or their authorized persons, as well as, in exceptional cases, external experts and researchers have the right to receive early statistical information. The specified persons are entitled to receive statistical reports on GDP, inflation, employment and unemployment and other particularly relevant statistical reports one day prior to the publication of this statistical information on the Official Statistics Portal. Before exercising the right of early receipt of statistical information, a person shall sign an undertaking not to disseminate the statistical information received before it has been officially published.

Statistical information is published following the Official Statistics Dissemination Policy Guidelines and Statistical Information Dissemination and Communication Rules of Statistics Lithuania approved by Order No DĮ-176 of 2 July 2021 of the Director General of Statistics Lithuania.

10 Accessibility and clarity
10.1

News release

An information notice on the generation and management of waste in agriculture, forestry and fisheries is published for 10 months at the end of the reporting year. Information report for 2023 "Generation and management of waste in agriculture, forestry and fisheries 2022" will be published on 26 October.

Statistical information is published in the statistical publication "Lithuanian Environment, Agriculture and Energy".

Statistics Lithuania may, on the basis of contracts concluded with higher education institutions or research institutes, provide statistical data to researchers of these higher education institutions and research institutes to carry out specific statistical analyses for research purposes. Statistical data are provided in accordance with the provisions specified in the Description of Procedure for Data Depersonalisation and Pseudonymisation. 12 Quality management
12.1 Quality assurance

Quality of statistical information and its production process is ensured by the provisions of the European Statistics Code of Practice and ESS Quality Assurance Framework.

In 2007, a quality management system, conforming to the requirements of the international quality management system standard ISO 9001, was introduced at Statistics Lithuania. Main trends in activity of Statistics Lithuania aimed at quality management and continuous development in the institution are established in the Quality Policy.

Monitoring of the quality indicators of statistical processes and their results and self-evaluation of statistical survey managers is regularly carried out in order to identify areas which need improvement and to promptly eliminate shortcomings.

12.2 Quality assessment

Quality of statistical results meets the requirements of accuracy, timeliness and punctuality, comparability and consistency.

According to the plan for measuring quality indicators of the activity of Statistics Lithuania, which is updated annually, results of the quality indicators of the annual survey of environmental protection expenditure of the enterprise are presented in fields 14–17 of this metadata description.

In 2019, self-assessment of the manager of the Statistical Survey of Waste Generation and Management in Agriculture, Forestry and Fisheries was carried out. It showed that the survey results meet the requirements for the quality of statistical information. In 2023, a revision of the form ATL-01 of the Statistical Survey of Agricultural Companies and Enterprises on Waste Generation and Management in aAriculture, Forestry and Fisheries and the questionnaire ATLŪ-01 on Waste Generation and Management in Agriculture, Forestry and Fisheries of Farmers and Family Farms was implemented, the received recommendations were implemented.

Quality of the information obtained is analyzed when evaluating the indicators. Additional quality control of statistics is performed at macro level. Statistical indicators are compared with the corresponding indicators of the previous period and other statistical surveys.

13 Relevance
13.1 User needs

Main users of statistical information are State authorities and agencies, international organisations, the media, research and business communities, students, whose needs are satisfied without a breach of the confidentiality principle.

Statistical information is used to forecast and analyze the development of environmental protection in Lithuania.

13.2 User satisfaction

Since 2005, user opinion surveys have been conducted on a regular basis. The Official Statistics Portal traffic is monitored, website visitor opinion polls, general opinion poll on the products and services of Statistics Lithuania, target user group opinion polls and other surveys are conducted.

In 2007, the compilation of a user satisfaction index was launched. The said surveys are aimed at the assessment of the overall demand for and necessity of statistical information in general and specific statistical indicators in particular.

All indicators established by legislation are published.

100 per cent of information produced in accordance with the Official Statistics Work Programme is published.

14 Accuracy and reliability
14.1 Overall accuracy

The research is carried out by sampling methods using a simple stratified random sampling plan.

A census list of farmers and family farms is compiled on the basis of the Statistical Register of Farms. A stratified simple random sample of size n=4000 is selected from the sampling list. Population elements are divided into non-intersecting parts (layers) according to the standard production of farms. The sample includes the 1,000 largest farms in terms of standard output. Farms which, according to the data of the Simplified Direct Payments Information System database, had areas of more than 5 ha in the reporting year where forest felling is carried out or allowed to be carried out are also immediately selected.

Census list of agricultural, forestry and fishery enterprises is compiled on the basis of the Statistical Register of Economic Entities. A total of about 30 per cent of all companies is selected for the survey.. Sampling design is simple stratified random sampling. Companies are grouped according to types of economic activity NACE Rev. 2. 3 marks (group) level.

14.2

Sampling error

In 2022, the error of estimate (coefficient of variation) of the main statistical indicator “Waste generated” was 1.36 per cent.

Non-sampling error

Non-sample errors do not significantly affect the results. There are not many cases of non-receipt of data from respondents, so the non-response rate is low.

Estimates are calculated by recalculating the sample plan weights based on respondents’ non-response. An error due to non-response is considered insignificant.

In 2022, the statistical survey non-response rate was about 7.4 per cent (farmers’ and family farms – 13.2 per cent, agricultural enterprises and companies – 1.6 per cent).

Item non-response rate

Non-reporting of indicators is not monitored. According to the nature of the statistical survey, enterprises are considered to submit a fully completed Statistical Survey of Agricultural Companies and Enterprises on Waste Generation and Management in Agriculture, Forestry and Fisheries and the questionnaire. If the value of the indicator is not filled in, it is considered that there is no such phenomenon in the company and it is not a failure of the indicator.

Statistical information is published in 10 months after the end of the reference period.

Statistical information is published in accordance with an Official Statistics Calendar. In case of delay, users are notified in advance by indicating the reason and a new date of publication.

Cost and response burden

In 2023, the amount of EUR 33.0 thousand was allocated for the Waste Generation and Management in Agriculture, Forestry and Fisheries.

In 2023, the average time of respondents to fill in the Statistical Report on form ATL-01 of the Statistical Survey of Agricultural Companies and Enterprises on Waste Generation and Management in Agriculture, Forestry and Fisheries - 46 min., farmers and family farms are interviewed by interviewers. Compared to 2021, the statistical reporting burden has decreased. 

Statistics Lithuania pays special attention to reducing the statistical reporting burden on respondents. Its obligations to implement the Law on Reducing the Administrative Burden of the Republic of Lithuania and to reduce the statistical reporting burden of the respondents are defined in the Policy of Reducing the Statistical Reporting Burden of the Respondents.

Data revision - policy

The revision policy applied by Statistics Lithuania is described in the Description of Procedure for Performance, Analysis and Publication of Revisions of Statistical Information.

The results published are final and not revised later. Exceptions – in case of detection of significant errors, changes in classifications, methodologies, appearance of new data sources.

20 Statistical processing
20.1

Source data

Main source of statistical data is a statistical study of waste generation and management in agriculture, forestry and fisheries conducted every other year (sample of farmers and family farms is about 4,000 respondents, sample of all types of companies – about 650 respondents).

Data collection

1. Primary statistical data from agricultural, forestry and fishery enterprises are collected in the electronic statistical data preparation and transmission system e-Statistics.

Data are presented in ATL-01 on the generation and management of waste in agriculture, forestry and fisheries of agricultural companies and enterprises, approved by Order No. DĮ-370 of 17 December 2020 of the Director General of Statistics Lithuania.

2. Primary statistical data from farmers and family farms are collected by filling in the statistical survey questionnaire ATLŪ-01 of the Statistical Survey of Waste Generation and Management in Agriculture, Forestry and Fisheries, approved by Order No. DĮ-32 of 8 February 2023 of the Director General of Statistics Lithuania, in the electronic population survey system e.Statistics for residents, or specialists (questioners) interview respondents online, by direct survey or by phone.

The statistical report form and statistical questionnaire are regularly reviewed and, if necessary, improved (last tested in 2022 and coordinated with the Ministry of the Economy and Innovation of the Republic of Lithuania) in order to reduce the burden of statistical reporting on respondents.

20.4

Data validation

To ensure the quality of statistics, validation and editing of statistics are performed. The first step is to check that the data meet the mathematical, logical and boundary control conditions. Statistics are corrected according to the nature of the error. Errors to be ignored are corrected according to the reason given by the respondent. Mandatory errors are always corrected. Statistics are compared with the data of the previous studies. Data is edited, weights are recalculated based on non-responses.

20.5 Data compilation

Before calculating the estimates, a search is made for outstanding indicator values, and if necessary, the data is edited. The sample plan weights for companies and farmers and family farms are recalculated, taking into account the number of non-reporting respondents. Estimates are calculated using the Horvitz and Thompson estimator. The obtained results are compared with the results of the previous reporting period. If significant changes are found, the reasons for the differences are analyzed. If necessary, editing of statistical data is performed again.
