Technical assistance in 2021
In pursuance of the objective set in the Strategy 2018–2022 – to increase the accessibility and awareness of the services offered by Statistics Lithuania by strengthening the inter-institutional cooperation nationally and internationally – Statistics Lithuania provided technical assistance to foreign statistical offices. Experts of Statistics Lithuania were actively participating in technical assistance projects.
In 2021, together with foreign partners, Statistics Lithuania, as a consortium partner, submitted several applications for the participation in newly announced tenders and answered calls for proposals for the projects on technical assistance for various countries. Under the leadership of GOPA Worldwide Consultants, the EU tender Promotion of ESS Quality Frameworks and Standards to Non-EU Countries was won.
In 2021, Statistics Lithuania, as a junior partner, took part implementing activities in the EU twinning project in Azerbaijan “Support to the State Statistical Committee and the State Tax Service under the Ministry of Economy to strengthen collection, harmonization, analysis, publishing and dissemination of business statistics”, led by Statistics Finland. From the beginning of the project, 6 experts of Statistics Lithuania implemented 12 activities (3 of them in Baku) in the various statistical fields, such as improving the Business Register, Business Demography, SBS, use of the new Administrative data sources, GSBPM. In January 2022, after such a long period, Statistics Lithuania hosted delegation from Azerbaijan (10 persons) for the study visit on Business Statistics Surveys Processes. The project will be finalized in April 2022.
Since 2020, Statistics Lithuania, together with consortium partners from INSEE, ISTAT, Statistics Denmark and Hungarian Central Statistical Office, led by Expertise France, has been implementing the EU regional project STEP (Statistics through Eastern Partnership) for Armenia, Azerbaijan, Moldova, Ukraine, Belarus and Georgia. From March 2020, due to COVID-19 pandemic, modalities of the project have been changed from on-site activities to on-line, which has no significant influence on the achievement of the project results. In 2021, 5 experts from Statistics Lithuania took part in 3 activities on the Business Register, Quality and Coordination of NSS. The further activities are under the coordination. The project will be finished in June 2022. It is most likely that the project will run online.
Being active in statistical cooperation, experts of Statistics Lithuania have been invited to share their experience in projects carried out by other cooperation partners. In the frame of the EU IPA 2017 Multi-Beneficiary Programme, experts of Statistics Lithuania consulted colleagues from IPA countries on the Quality Management and Service Producer Price Index; in the frame of the EU project “Technical Assistance to Support the National Bureau of Statistics of the Republic of Moldova”, advised colleagues on reduction of the response burden and coordination and cooperation with ONAs.
